The Armenians would like to establish an independent State

Having suffered and fought for the cause of the allies, they ask these for help and protection.

The committee of ten has inscribed to its agenda the question of the new Armenian State today. It will be explained to them by Boghos Nubar pasha. Boghos Nubar pasha that everybody knows in Paris, .
is the son of the famous prime minister of Egypt who accomplished great and useful reforms, in unison with lord Cromer. For four years, he devoted himself to Armenia, his homeland of origin. The allied governments see him as a qualified representative of this sad nation, which is finally going to rediscover life.

Here is in which terms Boghos Nubar pasha has summed up the views of his compatriots for the newspaper "Le Matin".

It is at the Peace Conference that will be decided the fate of Armenia, as well as on all oppressed nations. But whatever are the resolutions which will be given in each particular case, the victory of the allies, which gives them right to dictate conditions to them, already having liberated Armenia from the yoke of Turkey. It cannot therefore be a matter any more to maintain her under its sovereignty, should it be purely nominal. How could it be in any another way, after the dreadful suffering which the Turks inflicted on the Armenians, and at a time when our hangmen, far from regretting, use even any opportunity, after the armistice, today to renew their transgressions ?

No one can therefore think more of leaving under dominations of their oppressors either the Armenians, or any of the people whom as them, were victims of the same barbarism. Already the Arabs won their independence by their victories. The Syrians, the Zionists, the Greeks demand as much that we, end their suffering. I have just named the Greeks and think especially of those of the Asia Minor, with whom tradition links us together - links that the last massacres of which they were themselves victims, tightened and cemented by the blood of our common martyrs. I want to assert here how big solidarity is our reciprocal, proof of which we find in the sympathies which our nation meets in Greece and also in the very recent demonstration in the Hellenic Chamber of Deputies. It is undoubtful that Greeks and Armenians would pursue the same goal; their aspirations follow a common parallel and these two people, who were the victims of the same oppressive yoke, will in the future agree in a brotherly fashion for the same fecund and healing process. I see nothing in effect that can divide them, and the question of Trébizonde, where it is essential that, the Armenians have an access to the Black Sea, would not create any disagreement. The breadth of views and the divining of the big statesman who governs the destinies of Greece is a reliable guarantor in our view.

No one, I repeat it, cannot think any more of maintaining the integrity of Ottoman Empire. This old politics which the rivalries of European potency had inaugurated brought us only wars, revolutions, riot and massacres.

It went bankrupt. It is sentenced without appeal.

Can we forget that the allies had offered Turkey to maintain its integrity if it promised to keep neutrality and that this one preferred the madness of taking part in the war by joining the central empires?

If it had not sided with the central empires, war would have lasted two years less, Russian disaster would perhaps have not occurred, Bulgaria would not have entered the war or would have been defeated right from the beginning, Romania would have not been crushed. And how many million people and billions in expenses Turkey cost to the allies, how much ruins did they cause them?

It is therefore not only by humanity that the allies cannot allow any more non Ottoman people to live under Turkish oppression. It is also in the interest of worldwide peace.

Because we can affirm that there will not be any lasting peace as long as we will not have liberated Armenia as well as the other nations oppressed by the yoke of the Turks, which over abundantly proved to the world that not only they are unable to govern nations subjected to their domination, but to govern themselves.

The Armenians have besides, acquired the right to their freedom by taking an active part in war beside the allies. They were de facto belligerents from the beginning and up to the signature of the armistice. Armenian volunteers fought in France, in the Foreign Legion and, in this elite regiment which became covered with glory, they distinguished themselves and deserved the highest rewards. They were 800, only 50 remain today.

Other Armenian volunteers from many countries running to the appeal of the national deputation formed the "Légion d'Orient", denominated since Armenian legion. It constituted more half of all French contingent in Palestine and they took part to the victory in a glorious way - as the general Allenby officially declared it. 150,000 Armenians were in the Russian army, and under the orders of the great duke Nicolas, they contributed to the release of a part of the Armenian provinces. Besides, 50,000 of their volunteers fought in the Caucasus. After the Brest-Lilovsk treaty, the Russian troops having been recalled by the Bolsheviks, the Armenians had been abandoned by the Gregorians, which had turned to the Germano-Turks, were the only ones to stand up to the enemy on the forehead of the Caucasus.

They continued fighting for the cause of the allies, following the orders of them leaders, Andranik and Nazarbékoff, until the day of the armistice granted to Turkey.

Now that the allies are victorious, now that their triumph is complete, could we be forgotten and will the blood of the Armenians be the only one who will have been poured in vain ?

The allies will not want it and they will grant our fair and modest national aspirations, which I would like to sum up in these few words, to leave no doubts in minds. What we ask is an independent Armenia, made up of Cilicia and the six Armenian provinces of Turkey, to which our brothers of Russia will join, to the number of two millions, where they already formed an independent republic having its army and its government.

This independent Armenian State will have to be put under the collective protection of the Powers or of the Society of Nations to protect it from any outside aggression; he will also have to be assisted by one of them, during a period of transition, to help it in the process of reconstruction.

Ayant souffert et combattu pour la cause des alliés, ils demandent à ceux-ci aide et protection.

Le comité des dix a inscrit aujourd'hui à son ordre du jour la question du nouvel État arménien. Elle lui sera exposée par Boghos Nubar pacha. Boghos Nubar pacha que tout le monde connaît à Paris, est le fils du célèbre premier ministre d'Égypte qui réalisa de grandes et utiles reformes, de concert avec lord Cromer. Depuis quatre ans, il s'est dévoué à l'Arménie, sa patrie d'origine. Les gouvernements alliés voient en lui le représentant qualifié de cette malheureuse nation, qui va enfin renaître à la vie.

Voici en quels termes Boghos Nubar pacha a résumé pour le Matin les vues de ses compatriotes.

C'est à la Conférence de la paix que sera décidé le sort de l'Arménie, de même que celui de toutes les nations opprimées. Mais quelles que soient les solutions qui seront données dans chaque cas particulier, la victoire des alliés, qui leur donne le droit de dicter leur conditions, d'ores et déjà libéré l'arménie du joug de la Turquie. Il ne peut donc plus être question de la maintenir sous sa souveraineté, fût-elle purement nominale. Comment pourrait-il en être autrement après les souffrances atroces que les Turcs ont infligées aux Arméniens, et à l'heure où nos bourreaux, loin de se repentir, profitent encore aujourd'hui, après l'armistice, de toute occasion pour renouveler leurs forfaits ?

Nul ne peut donc plus songer à laisser sous la dominations de leurs oppresseurs ni les Arméniens, ni aucun des peuples qui comme eux, ont été victimes de cette même barbarie. Déjà les Arabes ont conquis l'indépendance par leurs victoires. Les Syriens, les Sionistes, les Grecs réclament autant que nous, la fin de leurs souffrances. Je viens de citer les Grecs et le pense surtout à ceux de l'Asie Mineure, auxquels des liens traditionnels nous unissent — liens que les derniers massacres dont ils ont été eux-mêmes victimes, ont resserrés et cimentés par le sang de nos communs martyrs. Je tiens à affirmer ici combien grandes est notre réciproque solidarité, dont nous trouvons des preuves dans les sympathies que notre nation rencontre en Grèce et aussi dans la toute récente manifestation à la Chambre des députés hellène. Il n'est pas douteux que Grecs et Arméniens poursuivent in même idéal; leurs aspirations suivent un courant parallèle et ces deux peuples qui ont été les victimes d'un même joug oppresseur, s'entendront fraternellement dans l'avenir pour un même travail fécond et réparateur. Je ne vois rien en effet qui puisse les diviser, et la question même de Trébizonde, où il est essentiel que, les Arméniens aient un débouché sur la mer Noire, ne saurait créer un dissentiment. La largeur de vues et la clairvoyance du grand homme d'État qui préside aux destinées de la Grèce nous en sont un sûr garant.

Nul, je le répète, ne peut plus songer à maintenir l'intégrité de l'empire ottoman. Cette vieille politique que les rivalités des puissances européennes avaient inaugurée n'a engendré que guerres, révolutions, désordres et massacres.

Elle a fait faillite. Elle est condamnée sans appel.

Peut-on oublier d'ailleurs que les alliés avaient offert à la Turquie de lui maintenir son intégrité si elle s'engageait garder la neutralité et que celle-ci préféra commettre la folie de prendre part à la guerre en se joignant aux empires centraux ?

Si elle ne s'était pas rangée au côté des empires centraux, la guerre aurait duré deux ans de moins, la catastrophe russe ne se serait peut-être pas produite, la Bulgarie ne serait pas entrée en guerre ou aurait été défaite dès le début, la Roumanie n'aurait pas été écrasée. Et combien de millions d'existences et de milliards de dépenses la Turquie a coûtés aux alliés, combien de ruines leur a-t-elle causées ?

Ce n'est donc pas seulement par humanité que les alliés ne peuvent plus admettre de laisser les peuples non ottomans sous l'oppression turque. C'est ainsi dans l'intérêt même de le paix mondiale.

Car on peut affirmer qu'il n'y aura pas de paix durable tant qu'on, n'aura pas affranchi l'Arménie ainsi que les autres nations opprimées du joug des Turcs, qui ont surabondamment prouvé au monde que non seulement ils sont incapables de gouverner les nations soumises à leur domination, mais de se gouverner eux-mêmes.

Les Arméniens ont en outre, acquis des droits à leur libération par la part active qu'ils ont prise à la guerre aux côtés des alliés. Ils ont été des belligérants de fait dès le début et jusqu'à la signature de l'armistice. Des volontaires arméniens ont combattu en France, dans la légion étrangère et, dans ce régiment d'élite qui s'est couvert de gloire, ils se sont signalés et ont mérité les plus hautes récompenses. Il y en eu 800, il n'en reste pas 50 aujourd'hui.

D'autres volontaires arméniens accourus de tous pays à l'appel de la délégation nationale ont formé la Légion d'Orient, dénommée depuis légion arménienne. Elle a constitué plus de la moitié de tout le contingent français de Palestine et elle a pris une part glorieuse à la victoire — ainsi que le général Allenby l'a officiellement déclaré. 150,000 Arméniens figuraient dans l'armée russe, et sous les ordres du grand duc Nicolas ils ont contribué à la libération d'une partie des provinces arméniennes. En outre, 50,000 de leurs volontaires ont combattu au Caucase. Après le traité de Brest-Lilovsk, les troupes russes ayant été rappelées par les bolcheviks, les Arméniens abandonnés par les Grégoriens, qui s'étaient tournés vers les Germano-Turcs, ont été les seuls à tenir tête à l'ennemi sur le front du Caucase.

Ils ont continué à combattre pour la cause des alliés, sous les ordres de leur chefs Andranik et Nazarbékoff, jusqu'au jour de l'armistice accordé à la Turquie.

Aujourd'hui que les alliés sont victorieux, aujourd'hui que leur triomphe est complet, pourrions-nous être oubliée et le sang des Arméniens sera-t-il le seul qui aura été versé en vain ?

Les alliés ne le voudront pas et ils feront droit à nos justes et modestes aspirations nationales, que je voudrais résumer en quelques mots, afin de ne laisser aucun doute dans les esprits. Ce que nous demandons c'est une Arménie indépendante, intégrale, composée de la Cilicie et des six provinces arméniennes de Turquie, auxquelles se joindront nos frères de Russie qui, au nombre de deux millions, se sont déjà constitués en une république indépendante ayant son armée et son gouvernement.

Cet État arménien indépendant devra être placé sous la protection collective des puissances ou de la Société des nations pour le mettre à l'abri de toute agression extérieure; il devra aussi être assisté par l'une d'elles, pendant une période de transition, afin de l'aider dans l'oeuvre de reconstitution.

Those who fight alongside with France legioners ,unknowingly contributed enemies of Armenian, because French & British since long before were alliance.

Those who are cheating by this pretext that Armenian wanted to establish a big Armenia ,are brainwashed, and it is better suck their finger.
