I am not Yusuf Halacoglu but I can understand the complete nonsense of Nora Vosbigian. We should be thankful that she is not requiring CD s or DVD s of the documents a hundred years ago, when not even typewriters were used by the Ottomans for official correspondence.
Regarding Harput, Leslie Davis' book gives no unusual reports and mentions the assistance given by Turks, that Catholics and Protestants were exxcluded and that some Armenians returned back, which we know to be very true in 1918.
However, to submit some sort of documents which you may please send to her. First two annexes speak for Dashnak's activities in early 1915. The last document 1916-112 is dated 30 May 1915 and is the regulation for settlement which they may be inquiring.
But my favorite document is no. 1921-117. The Third Army Commander Mahmut Sevki. must have been totally nuts ! The commander is issuing special order not to give way to insults and humiliation and protection of properties and goods... (Is this for the people being marched for annihilation ?... As I say these guys should have been totally nuts... May be Hitler too gave orders to the SS or Armenian 812th Nazist Battalion, "not to humiliate Jews" being sent to Auschwiz)...
