Madame, monsieur,

Il est plaisant d’apprendre, dans Le Monde daté du 16, que M. Michel Marian « condamne le terrorisme arménien (1975-1985) ». Il n’en a pas toujours été ainsi, puisque le même homme qualifiait d’« âge d’or » une partie de cette période, dans un article publié par la revue Esprit (octobre-novembre 1994). Il est moins plaisant de lire les assertions de votre collaborateur Gaïdz Minassian sur le prétendu « tabou arménien », et sur la compétence supposée de « deux anciens militants d’extrême gauche », dont aucun n’est historien et n’a mené la moindre recherche sérieuse sur le sujet.

Deux semaines plus tôt, Le Monde avait choisi d’ouvrir, une fois encore, ses colonnes à M. Ara Toranian, sans même présenter un point de vue turc, ou simplement modéré et raisonnable, en balance. M. Toranian fut porte-parole de deux groupes terroristes : l’Armée secrète arménienne pour la libération de l’Arménie (ASALA), du début de 1976 à l'été 1983 ; puis l’ASALA-Mouvement révolutionnaire, jusqu’à la destruction de ce groupe par la police française, à l’automne 1985.

À l’époque où M. Toranian était porte-parole de l’ASALA, ce groupe a tué des diplomates turcs, et des membres de leur entourage : Oktar Cirit, premier secrétaire de l’ambassade de Turquie à Beyrouth, le 16 février 1976 ; Galip Ozmen, attaché à l’ambassade turque en Grèce, et de sa fille de 14 ans, Neslihan, le 31 juillet 1980 ; Resat Morali, attaché au travail à l’ambassade turque en France et Tecelli Ari, conseiller pour les affaires religieuses, le 4 mars 1981 ; Mehmet Yergüz, secrétaire du consulat de Turquie à Genève, le 9 juin 1981 ; Cemal Özen, garde, lors de l’attaque du consulat général de Turquie à Paris, le 24 septembre 1981, où le consul Kaya Inal fut grièvement blessé[1]. Comme l’a dit le journaliste Wolfgang Gust, pourtant très favorable aux « causes arméniennes » (et, comme tel titulaire, du prix Garbis-Papazian), « leur seul crime fut d’être turcs » — ce qui est l’exacte définition du crime raciste.

L’ASALA a également commis des attentats aveugles et meurtriers, contre des cibles turques ou supposées telles : la fusillade au consulat turc de Lyon, qui fit deux morts et plusieurs blessés, le 5 août 1980 ; le plasticage des bureaux de la Turkish Airlines et de l’office turc de tourisme, à Rome, le 10 mars 1980, qui tua deux passants italiens et en blessa quatorze ; la fusillade du 7 août 1982, à l’aéroport d’Ankara, qui fit dix morts (neuf voyageurs et un terroriste) et 82 blessés ; le plasticage des locaux de l’agence française de tourisme Marmara, qui tua la secrétaire française Renée Morin, et blessa quatre autres personnes, toutes françaises, le 28 février 1983.

L’ASALA s’est aussi employée à faire taire, par tous les moyens, les Arméniens modérés et démocrates. Le pire attentat commis dans ce but eut lieu à l’époque où M. Toranian était encore porte-parole de ce groupe : ce fut le plasticage d’un cinéma arménien de Beyrouth, le 26 mars 1982, qui fit deux morts et vingt blessés, dont seize blessés graves, tous arméniens[2]. Le patron de ce cinéma refusait de verser de l’argent à l’ASALA et diffusait fréquemment des films turcs.

Cette haine de la liberté d’expression, alliée à un antisémitisme évident, a conduit l’ASALA à tenter d’assassiner les historiens américains Stanford J. Shaw (juif) et Ezel Kural Shaw, en plastiquant leur domicile, où ils se trouvaient, dans la nuit du 3 au 4 octobre 1977[3]. Des sympathisants de l’ASALA ont saccagé le bureau du professeur Shaw à l’université de Californie-Los Angeles, en 1982, puis ont systématiquement perturbé ses cours pendant les années suivantes[4], et lui ont envoyé de nombreuses menaces de mort, prises très au sérieux par le FBI, qui recommanda, à deux reprises, aux historiens de quitter le territoire des États-Unis[5] ; finalement, le couple Shaw finit sa carrière à Ankara.

M. Toranian a lui-même pris la tête d’un commando armé, qui occupa quelques heures les locaux de la Turkish Airlines à Paris, le 11 juin 1981, et fut témoin de la défense au procès de l’assassin de Mehmet Yergüz[6].

M. Toranian a toujours refusé d?’exprimer le moindre regret pour cet engagement, de prononcer ou d’écrire le moindre mot d’humanité pour les victimes dont il a revendiqué fièrement l’assassinat ; bien au contraire, c’est avec admiration qu’il parle de certains terroristes qu’il a connus, comme Monte Melkonian.

La tribune de M. Toranian est à la hauteur du personnage : c’est une attaque pleine de mauvaise foi contre la Turquie, et contre la réconciliation arméno-turque, cauchemar de M. Toranian.

Cet article commence par la phrase attribuée à Hitler. L’universitaire arméno-américain Robert John (voir l’Armenian Reporter du 2 août 1984 et le New York Times du 8 juin 1985), puis l’historien américain Heath Lowry (alors codirecteur du laboratoire d’études turques et byzantines à l’université de Harvard, actuellement professeur à l’université de Princeton) dans la revue Political Communication and Persuasion ont démontré que c’est un faux grossier. Le tribunal de Nuremberg ne s’y était pas trompé, en refusant de retenir la version incluant une référence aux Arméniens parmi les documents authentifiés. M. Toranian, qui fut membre de la Fédération révolutionnaire arménienne (FRA) dans sa jeunesse, et qui s’est réconcilié depuis une vingtaine d’années avec son ancien parti, pourrait nous parler des propos nazis de la presse publiée par la FRA, entre 1933 et 1943[7], des origines de l’Armenian Youth Federation, créée en 1933 par le nazi Nejdeh, sur le modèle des jeunesses hitlériennes, et sous le nom de Tzegharon (« Religion d’une seule race »)[8], ou encore du général Kanayan, dit Dro, l’un des principaux dirigeants de la FRA des années 1910 aux années 1950, qui commanda le 812e bataillon arménien de la Wermacht, à partir de 1941, unité dont le principal fait d’arme reste la rafle de Juifs soviétiques[9].

M. Toranian utilise le mot « négationnisme », oubliant que ce terme ne désigne que la négation des chambres à gaz. M. Toranian aurait mieux fait de s’émouvoir quand le livre de Romen Yepiskoposyan, Le Système national, niant la Shoah, publié à Erevan en 2002, remporta un gros succès, tant auprès du public que de la critique et du corps enseignant[10].

Il se gargarise des résolutions de « reconnaissance », souvent extorquées par le chantage électoral et la menace (notamment en France). Il méprise l’appel de Blois :

« Inquiets des risques d’une moralisation rétrospective de l’histoire et d’une censure intellectuelle, nous en appelons à la mobilisation des historiens européens et à la sagesse des politiques.

L’histoire ne doit pas être l’esclave de l’actualité ni s’écrire sous la dictée de mémoires concurrentes. Dans un État libre, il n’appartient à aucune autorité politique de définir la vérité historique et de restreindre la liberté de l’historien sous la menace de sanctions pénales.
Aux historiens, nous demandons de rassembler leurs forces à l’intérieur de leur propre pays en y créant des structures similaires à la nôtre et, dans l’immédiat, de signer individuellement cet appel pour mettre un coup d’arrêt à la dérive des lois mémorielles.

Aux responsables politiques, nous demandons de prendre conscience que, s’il leur appartient d’entretenir la mémoire collective, ils ne doivent pas instituer, par la loi et pour le passé, des vérités d’État dont l’application judiciaire peut entraîner des conséquences graves pour le métier d’historien et la liberté intellectuelle en général.

En démocratie, la liberté pour l’histoire est la liberté de tous. »

Et il ne nous explique pas pourquoi la « reconnaissance » fut refusée, récemment, par les Parlements suédois, danois, israélien, bulgare et espagnol.

M. Toranian argue que l'emploi du mot « génocide » pour désigner le cas arménien serait « susceptible de poursuites avec l'article 301 du code pénal » turc. C’est inexact. L’article 301 ne contient ni le mot « génocide », ni le mot « arménien », ni la moindre référence à la Première Guerre mondiale. Des livres utilisant ce terme sont traduits ou écrits en turc et librement vendus dans des librairies d’Istanbul et d’Ankara, notamment ceux de Taner Akçam et Yves Ternon ; les éditeurs n’ont jamais été poursuivis pour avoir publié cela. En 1990, la Société d’histoire turque (Türk Tarih Kurumu, TTK) a invité la plupart des auteurs arméniens et proarméniens, ayant écrit sur les évènements de 1915-1916, à un débat contradictoire ; un seul, Levon Marashlian, est venu. Artem Ohandjianian et Gabaret Moumjian ont participé au colloque de la TTK sur Adana 1909, le 7 juillet dernier[11].

À l’inverse, M. Toranian déploie une intense activité, depuis plusieurs années, pour faire interdire par la loi toute contestation de la notion de « génocide » pour parler des mêmes faits — suite parfaitement logique de l’attentat contre la famille Shaw, en 1977, et de la campagne contre Gilles Veinstein, en 1998-2000. Pour M. Toranian, comme pour tout autre erroriste, la liberté consiste à dire tout ce qui est en accord avec ses vues.

D’une façon générale, toutes les tentatives de débat et de réconciliation sont violemment combattues par les extrémistes arméniens. La Fédération révolutionnaire arménienne s’est prononcée contre la commission de réconciliation turco-arménienne, en 2001[12], contre la plateforme de Vienne, en 2004, réussissant, par ses pressions et menaces, à saboter ces deux initiatives ; elle s’est prononcée, jusqu’ici en vain, contre le rapprochement diplomatique entre Ankara et Erevan, et contre le principe d’une commission mixte d’historiens turcs, arméniens et occidentaux[13], principe proposé par la Turquie dès 2005, et approuvé par la diplomatie arménienne le 22 avril dernier. Ara Sarafian fut couvert d’insultes pour s’être rendu en Turquie, en 2005, 2006 et 2009 — où il s’est exprimé librement, y compris dans de grands journaux turcs.

M. Toranian s’indigne qu’il ne soit jamais question des massacres d’Arméniens commis pendant la Première Guerre mondiale. Fut-il question, pendant l’année de l’Arménie en France, des massacres de Turcs, d’Azéris, de Kurdes et de Juifs, commis par des nationalistes arméniens et leurs alliés (Russes, Assyro-Chaldéens), également pendant la Première Guerre mondiale, ou peu après ? Non. Il y aurait eu pourtant de quoi dire :

« Vos trois chefs, Dro, Hamazasp et Kulkhandanian, sont à la tête de ces bandes qui ont détruit des villages musulmans et ont organisé des massacres, à Zangezour, Surmali, Etchmiadzin, and Zangibasar. Regardez ! Dit-il en montrant du doigt une pile de documents officiels, déposée sur la table. Regardez cela ! Ce sont les rapports, remis en décembre, sur la destruction de villages musulmans durant les derniers mois, qui m'ont été remis par mon représentant Wardrop. Le communiqué officiel des Tatars parle de trois cents villages détruits. »

« Nous avons fermé les routes et les cols de montagne qui pourraient permettre aux Tartares [en fait, aux Turciques caucasiens] de s’enfuir, puis nous avons procédé au travail d’extermination. Nos troupes ont entouré les villages les uns après les autres. Ces derniers n’offrirent que peu de résistance. Notre artillerie a réduit les habitations en tas de pierres et de poussière. Quand les villageois n’ont plus pu tenir, et ont fui dans les champs, les balles et les baïonnettes ont achevé le travail. Certains purent s’échapper, bien entendu, en franchissant la frontière turque. Le reste fut tué. »

« Les armées russes victorieuses, renforcées par des volontaires arméniens, ont tué tous les Turcs qu'elles ont pu trouver, et détruisirent toutes les maisons où elles pénétrèrent. La ville [turque] de Bitlis, si belle, fut livrée aux flammes pendant la retraite des troupes, désormais défaites [en 1918], fut livrée aux flammes, réduite à l'état de ruines. »

« Dans les territoires non touchés par la guerre, et d’où les Arméniens furent expulsés, la destruction de villages doit être attribuée à des exactions de Turcs, mais là où des Arméniens [en armes] avancèrent et reculèrent aux côtés des Russes, les cas avérés de cruautés commises par ces Arméniens rivalisent incontestablement avec ceux des Turcs dans leur inhumanité. »

« Sans nous perdre dans le récit détaillé de nos enquêtes, l’un des faits les plus marquants qui ont retenu notre attention, c’est qu’en chaque lieu, de Bitlis à Trébizonde [Trabzon], dans cette région que nous avons traversé, les Arméniens commirent contre les Turcs tous les crimes et toutes les atrocités commises par des Turcs à l’encontre d’Arméniens. Au début, nous accueillîmes ces récits avec un grand scepticisme, mais l’unanimité des témoignages, […] et, surtout, les preuves matérielles nous ont convaincu de la véracité générale des faits suivants : premièrement, des Arméniens ont massacré des musulmans en grand nombre, avec bien des raffinements de cruauté ; et, deuxièmement, les Arméniens sont responsables du plus grand nombre de destructions dans les villes et les villages. »

« Alors que le colonel Petro peut citer des exemples isolés d’atrocités turques, celui qui voyage dans les districts de Rownaduz et Neri pourra trouver de très preuves très nombreuses, systématiques, des horreurs commises par des chrétiens contre les musulmans. Il est difficile d’imaginer quelque chose de plus total, de plus complet. Je mentionnerai aussi que, selon le témoignage des populations kurdes, le colonel Agha Petros est le mauvais génie des Russes, et fut en grande partie responsable des excès commis par eux. »

« Il n’y a pas le moindre doute, je le crains, que l’Arménien ne soit au moins aussi bon massacreur que son voisin musulman, et les bandits dachnaks, qui ont maintenant pris le pouvoir à Erevan, n’inspirent aucune confiance. »

M. Toranian parle de « l’effacement des caractéristiques arméniennes de la Turquie » et de « l’oppression des minorités ». Les églises arméniennes d’Anatolie orientale, de même que les mosquées seldjoukides, font l’objet d’un programme de rénovation qui remonte aux années 1980 au moins. Il reste encore quarante églises arméniennes recevant des fidèles, dont sept en Anatolie et les autres à Istanbul. Alors que le territoire de l’actuelle Arménie était peuplé à 80 % de musulmans en 1828, et encore à 30 ou 40 % en 1913[14], il ne reste plus de mosquées en Arménie, à part une ou deux à Erevan, laissées là pour abuser les rares touristes.

En décembre 2007, le programme « Ensemble du passé pour l’avenir » a mis en valeur, à Istanbul, les œuvres de soixante-neuf compositeurs arméniens ottomans, et de la famille d’architectes Balyan[15]. Qui ose parler du passé turcique du territoire de l’actuelle Arménie ?

Les Turcs arméniens, juifs, grecs, kurdes, lazes, albanais, bosniaques, techerkesses, circassiens, et autres, bénéficient tous de l’égalité devant la loi, garantie par la Constitution. Les Turcs arméniens disposent de deux hôpitaux (l’un grégorien, l’autre catholique), d’une maison de retraite, de deux quotidiens et de plusieurs hebdomadaires, Agos n’étant que le plus connu. La minuscule population musulmane résiduelle d’Arménie dispose surtout du droit de se taire. Environ 100 000 citoyens arméniens ont choisi de travailler et de vivre dans ce pays que M. Toranian décrit comme un enfer pour les chrétiens.

Au reste, quelqu’un pourrait-il rappeler à M. Toranian que la fonction publique fut interdite aux Grecs musulmans jusqu’en 1993, l’accès aux postes d’officier de l’armée jusqu’en 1995, et qu’encore aujourd’hui, il est impossible à un Grec musulman, juif ou libre-penseur de devenir président de la République, ministre ou parlementaire ? Il ne s’en est jamais indigné.

M. Toranian nous parle des « bombardements contre les Kurdes ». Ce faisant, M. Toranian opère une confusion intolérable entre les Kurdes et le groupe terroriste PKK (mélange d’islamisme, de maoïsme et de nationalisme raciste) ; intolérable, mais peu étonnante, car le PKK et l’ASALA revendiquèrent en commun l’attentat à l’explosif contre le consulat turc de Strasbourg, le 9 novembre 1980, puis intensifièrent leur coopération. Environ 200 députés à la Grande Assemblée nationale turque sont des Kurdes, dont une vingtaine appartient à un parti spécifiquement kurde. Le PKK lança sa première grande offensive en 1984, quand le Premier ministre turc de l’époque, Turgut Özal, était un Kurde (Turgut Özal fut élu président de la République en 1989). Les publications dans les dialectes kurdes se multiplient depuis 1991, et une chaîne publique en kurde a commencé récemment à émettre.

M. Toranian évoque aussi « l’occupation de Chypre », oubliant, entre autres, que cette affaire a commencé avec le terrorisme grec-chypriote (EOKA, grande amie de l’ASALA), que l’opération militaire turque fut reconnue légale par la cour d’appel d’Athènes en 1974, et que le plan de paix de l’ONU fut approuvé par une large majorité de Chypriotes turcs en 2003, mais rejetée par une majorité de Chypriotes grecs.

M. Toranian voudrait faire pleurer le lecteur avec « le blocus impitoyable sur l’Arménie ». Le blocus est un acte de guerre ; fermer une frontière terrestre n’est pas un blocus. Des vols réguliers existent entre Istanbul et Erevan. Les exportations turques vers l’Arménie s’élevaient à 248 millions de dollars en 1999, et à 307,5 millions en 2003 ; les importations sont passées, entre ces deux dates, de 44 à 121,4 millions de dollars[16].

M. Toranian parle, sans rire, de « kémalo-fascisme », associant deux politiques antinomiques. Maurice Duverger a montré, depuis plus d’un demi-siècle, qu’aucun rapprochement sérieux ne pouvait être fait entre le kémalisme et les totalitarismes : la structure du parti kémaliste n’avait rien de commun avec celle des partis fascistes, nazi ou communiste (ni milice, ni défilé, ni uniformes, ni purges, l’adhésion y était facile, tout les responsables élus, d’une façon assez libre) ; l’idéologie n’était pas totalitaire, le système de parti unique étant une solution transitoire, dont le parti kémaliste était « presque honteux », « l’idéal demeurant le pluralisme » ; le nationalisme même était « peu différent de celui des libéraux du XIXe siècle »[17]. Contre la Turquie kémaliste, la Fédération révolutionnaire arménienne fit, nous l’avons vu plus haut, le choix du nazisme ; les deux autres partis arméniens traditionnels, le Hintchak et le Ramkavar, firent le choix du stalinisme[18].

Il est déplorable que Le Monde laisse un ancien terroriste, non repenti, nuire ainsi à la bonne entente entre les peuples et à la tenue pacifique de manifestations culturelles en France.

It is pleasant to learn, in Le Monde of 16, Mr. Michel Marian "Armenia condemns terrorism (1975-1985). At the time Mr. Toranian was spokesman for ASALA, the group has killed Turkish diplomats and members of their entourage: Oktar CIRIT first secretary of the Turkish Embassy in Beirut, February 16, 1976 ; Galip Ozmen, attached to the Turkish Embassy in Greece, and his 14 year old daughter, Neslihan, July 31, 1980; Resat Morali, committed to working with the Turkish Embassy in France and Tecelli Ari Advisor for Religious Affairs , March 4, 1981; Mehmet Yergüz, secretary of the Turkish consulate in Geneva, June 9, 1981; Cemal Özen, guard, during the attack on the Turkish Consulate General in Paris, September 24, 1981, when the Consul Kaya Inal was seriously wounded [1]. As stated by the journalist Wolfgang Gust, yet very friendly "Armenian cause" (and, as such holder, price-Garbis Papazian), "their only crime was to be Turkish" - which is the exact definition of racist crime.

ASALA has also committed indiscriminate attacks and killings, against Turkish targets or supposed: the shooting at Turkish Consulate in Lyon, which took two dead and several wounded, August 5, 1980, the bombing of offices of Turkish Airlines and of the Turkish Tourist Office, Rome, March 10, 1980, which killed two bystanders and wounded Italian fourteen, the shooting of August 7, 1982 at the Ankara airport, which caused ten deaths (nine passengers and a terrorist) and 82 wounded in the bombing of the local branch of French tourism Marmara, which killed the French secretary Renee Morin, and wounded four others, all French, February 28, 1983.

The ASALA was also used to silence, by all means, Armenians and moderate Democrats. The worst crime committed for this purpose took place at the time Mr. Toranian was still spokesman for the group: it was the bombing of a cinema Armenian from Beirut, March 26, 1982, which caused two deaths and twenty wounded , of which sixteen were seriously injured, all Armenian [2]. The boss of the film refused to pay money to ASALA and broadcast frequently Turkish films.

This hatred of freedom of expression, combined with a clear anti-Semitism, led ASALA trying to kill American historians Stanford J. Shaw (Jewish) and Ezel Kural Shaw, plastic home, where they were, on the night of 3 to 4 October 1977 [3]. Supporters of the ASALA ransacked the office of Professor Shaw at the University of California-Los Angeles in 1982 and have consistently disrupted its progress during the following years [4], and sent him numerous death threats, taken very seriously by the FBI, who advised on two occasions, historians leave the territory of the United States [5] and finally, the couple Shaw ended his career in Ankara.

Mr. Toranian himself has spearheaded an armed commando, who occupied a few hours the premises of the Turkish Airlines in Paris, June 11, 1981, and was a defense witness at the trial of the assassin Mehmet Yergüz [ 6].

Mr. Toranian has always refused ? expressing the least regret for this commitment to pronounce or write a word of humanity for the victims which he proudly claimed the assassination on the contrary, it is with admiration that 'he speaks of some terrorists that he has known as Monte Melkonian.

The gallery of Mr. Toranian is the height of the character: an attack is full of bad faith against Turkey and against Turkish-Armenian reconciliation, Mr. Toranian nightmare.

This article begins with the words attributed to Hitler. The Armenian-American academic Robert John (see Armenian Reporter, August 2, 1984 and the New York Times on June 8, 1985) and the American historian Heath Lowry (then co-director of the Laboratory of Byzantine and Turkish Studies at the Harvard University, now professor at Princeton University) in the journal Political Communication and Persuasion have shown that it is a crude forgery. In general, all attempts to debate and reconciliation are violently opposed by the Armenian extremists. The Armenian Revolutionary Federation has ruled against the commission of Turkish-Armenian reconciliation, in 2001 [12], against the platform of Vienna in 2004, passing through its pressures and threats to sabotage these two initiatives, it has made so far in vain, against the diplomatic rapprochement between Ankara and Yerevan, and against the principle of a joint commission of historians, Turkish, Armenian and Western [13], a principle proposed by Turkey since 2005, and approved by the Armenian diplomacy April 22 last. Ara Sarafian was showered with insults to his visit to Turkey in 2005, 2006 and 2009 - when he spoke freely, including in major Turkish newspapers.
